User oppurtunities and chanlleneges in Class II occupancy Lands in mumbai suburbs.(State government/collector Lands).
Occupancy Class II land — government-owned, resident-built, and legally unresolved — houses thousands of families across Mumbai on ground they can never fully own. This research traces one such community from a 1990 land grant worth almost nothing to a neighbourhood worth over ₹150 crore today, and asks a question the city hasn't answered honestly: who does that value actually belong to? Questioning housing policy, land law, or urban equity along with beaurocracy attached with it exposing the user's challenges and the instruments available to them for the oppurtunities.
